Layer one: your home bank's foreign transaction fee. Usually 1–3%. You know this one. Layer two: the local bank's ATM usage fee. Fixed charge, often equivalent to $3–6, charged whether you pull out $40 or $400 — which is why you always pull out $400. Layer three: the network surcharge. This is the invisible one. Visa and Mastercard route transactions through different networks depending on the country, and some local banks add a cut on top of the network fee that never appears on screen until it's too late. In Georgia, TBC Bank and Bank of Georgia charge no local fee on foreign cards as of this year — use them. In Albania, Credins Bank. In Vietnam, Vietcombank is the honest answer; Sacombank will take $4 from you and feel nothing about it.

The correct ATM is never the one in the airport, never the one in the hotel lobby, never the standalone white box unit with a tropical fish screensaver.
