Ok but here's the thing about the emergency waiver mechanism. Congress built oversight into arms sales for a reason — the Arms Export Control Act lets lawmakers review major deals, flag human rights concerns, even block sales. The emergency declaration exists for genuine crises. Rubio used it on May 1 to push through $8.6 billion in sales to Israel, Qatar, Kuwait, and the UAE, bypassing that review entirely.
